Final ESC Documents

The final documents* including the staff reports and the agreements for the Entertainment and Sports Center project were approved by the City Council on May 20.

Transportation Management Plan

The purpose of the Event Transportation Management Plan (TMP) is to identify strategies to provide safe, convenient, and efficient access for all modes of travel to and from the Sacramento Entertainment and Sport Center (ESC), also known as Golden 1 Center (G1C). The identified strategies are intended to minimize conflicts between vehicles, pedestrians, bicycles, and transit before, during, and after events at G1C. The Golden 1 Center Year One Travel Monitoring Report compares travel conditions during major events at Golden 1 Center against various performance standards established in the TMP.

Planning Entitlements

The staff report for the planning, design and environmental review of the Entertainment and Sports Center project addresses the new arena, additional adjacent development and digital billboards. A separate staff report on the proposed ordinance change to allow digital billboards on City-owned property is also included.

Additional links are provided for the environmental documents including the Draft Environmental Impact Report or DEIR (released December 16, 2013) and Final EIR (released May 1, 2014). The Final EIR consists of the response to public comments on the DEIR but also the Mitigation Monitoring Plan (MMP) and the Event Transportation Management Plan (TMP).

Terms and Agreements

The terms and agreements between the City and Sacramento Basketball Holdings, LLC (SBH), the owners of the Kings, are set forth in the following legal agreements. These agreements cover the development, construction, management and operation, financing, and non-relocation provisions for the Entertainment and Sports Center (ESC) project. A summary of the staff report including a brief description of each agreement is provided below along with each complete agreement.

Financing Plan and Agreements

An overview of financing plan for the development of the ESC is described in the staff report summary below. In addition, the agreements necessary for the lease-revenue bonds, which provide most of the City’s financial contribution to the ESC project, are provided in detail below.

Appraisals of ESC Transfer Properties

Appraisals were prepared for the properties listed below that will be transferred to the Sacramento Basketball Holdings (SBH) in exchange for a contribution to the ESC project. The appraisals are based on the value as of February 26, 2013, which is the date the City Council authorized staff to negotiate terms with SBH. For properties subject to the State’ dissolution of redevelopment, the date for valuation is June 20, 2011 as required by the State. The appraised value of the 5th and K Street Airspace parcel differs from the value used in the terms of agreement due to an existing Option to Purchase agreement.
